We, Salman bin Abdulaziz al-Saud,

After reviewing the fifty-eighth article of the Basic Law of the verdict issued by the Royal Order No. A / 90 on 27/08/1412 A.H;
After Reviewing the system of ministers, deputy ministers and senior rank officials issued by Royal Decree No. M / 10 on 18/03/1391 A.H;
After reviewing the Royal Order No. (A / 65) dated 04/13/1432 A.H.
After reviewing the Royal Order No. A / 14 on 03/03/1414 A.H.
First: Mohammed bin Abdullah Al-Sharif was relieved from his post as President of National Anti-Corruption Commission.
Second: Appoint Dr. Khalid bin Abdulmohsen bin Mohammed Al-Muhaisen as the President of the Anti-Corruption Commission, on a Minister’s rank
Third: Our order shall be advised to the competent authorities for approval and implementation thereof.

We, Abdullah bin Abdulaziz Al Saud,

King of the Kingdom of Saudi Arabia


After reviewing the fifty-eighth article of the Basic Law of the verdict issued by the Royal Order No. A / 90 on 27/08/1412 A.H;

After reviewing the national strategy to protect the integrity and to combat corruption;

After Reviewing the system of ministers, deputy ministers and senior rank officials issued by Royal Decree No. M / 10 on 18/03/1391 A.H;

After reviewing the Royal Order No. A / 14 on 03/03/1414 A.H.

Based on the words of ALLAH: ((not mischief in the land that God does not like spoilers)) and out of our sense of the responsibilities entrusted to us in the protection of public funds, as well as combating and eliminating corruption, along with the generous blessings of our pure Sharia that have always combated corruption, provided securities and the reasons to confine it, as well as purified the society from its severe impacts and consequences on the kingdom’s institutions, individuals, and the future generations.
We have issued the following orders:

First: Establish an “Anti Corruption Commission” which directly connects to us.

Second: Appoint Mr. / Muhammad bin Abdullah Al-Sharif as the President of the Anti Corruption Commission, on a Minister’s rank

Third: The President of the Anti Corruption Commission and Chairman of the Experts Council of Ministers shall set its own system, provided that the Council of Ministers shall issue such system within three months of the date of this order.

Fourth: The Commission’s tasks shall include all the governmental sectors with no exceptions whatsoever, and shall be assigned the tasks of monitoring the implementation of orders and instructions of the public affairs. The Commission shall also be responsible for monitoring the administrative and financial corruption as well.

Fifth: The President of the Presidium of the Council of Ministers, the President of the Royal Court shall provide the commission with all the orders relevant to its tasks. All ministries, institutions, governmental departments and others shall report all its approved projects, contracts, term, maintenance, and operation thereof.

Sixth: Without prejudice to the competencies of other regulatory authorities, the commission shall carry out the appropriate coordination with those authorities with regards to the public affairs and interests of citizens. These authorities shall provide the commission with any financial or administrative notices that are included within the commission’s tasks.

Seventh: Our order shall be advised to the competent authorities for approval and implementation thereof.
