Investigation with former officials in the Saudi Electricity Company in the Eastern province for violations of waste of public money for more than 80 million


​The National Anti-Corruption Commission "Nazaha" referred the results of its investigation to the Bureau of Investigation and Prosecution on the financial and administrative  irregularities and the betrayal of trust and waste of public money from a number of former managers and employees in the Saudi Electricity Company in the eastern province in the conclusion of 8 contracts for more than (80) Million to buy licenses to implement an electronic program to unite the company's systems.  
Nazaha found after investigation and site visits the suspicion of betrayal of trust and waste of public money against a number of former managers and a group of employees in contracts amounting for more than (80) million. Most of the irregularities manifested in buying licenses without having projects and feasibility studies, and without a mechanism to determine the number of licenses or a detailed list, providing false information in the recommendation for the contract , the recommendation were different than the ones in the awarding process of contracts, some contracts were not reviewed by the Financial department before the signing of the executive manager, and violations in the information security of the program.
Another violation was recruiting a number of foreign consultants in the program on tasks and work that has already been done, which means there is no need for the recruitment, and calculating the amounts of service before they be recruited, also committing other administrative and financial violations in recruiting their relatives. The amendments of types of licenses related to the program without clarifying its type, and a number of changes in the percentage of discount resulting in adjusting the value of the contract more than once, resulting in the company paying more than the value, as well as some violations of the regulations of Passport, residence and work in Saudi Arabia.
According to Nazaha's statute it has referred this case to the Bureau of Investigation and Prosecution and report back on the results of the investigation.
Nazaha stresses on the principle of transparency, protecting integrity and fighting corruption in all its forms, in accordance with its national strategy for protecting integrity and fighting corruption, its regulation, and Saudi Vision (2030). It also emphasizes on  the importance of the cooperation with the commission by all citizens and residents in reporting any case of financial or administrative corruption on the means it provided for reporting. The commission would like also to thank all government entities that cooperate with it in its endeavor.
